William K. Block has been practicing in the area of real property assessments continuously since 1976, when after graduation from law school he joined the counsel's office of the New York State Board of Equalization and Assessment. From 1978 to 1981 Bill Block was Chief Counsel to the New York City Tax Commission. In 1981, he was appointed Assistant Commissioner for Real Property Assessments of the New York City Department of Finance and was promoted to Deputy Commissioner in 1984. When he left public service in 1989, Mr. Block joined the law firm of Schwartz, Weiss, Steckler and Hoffman and in 1992 started his own practice. Mr. Block has served as an Adjunct Lecturer of Real Estate at New York University, teaching courses in New York City Real Property Assessments and practice and procedure before the New York City Tax Commission. He is the author of several published articles in his field as well as of legislation affecting the assessment and taxation of real property in New York State. Mr. Block is a member of The Real Estate Board of New York (Tax Policy Committee and Sub-Committee on Real Property Taxation), Real Estate Tax Review Bar Association (Member, Board of Directors), Association of the Bar of the City of New York (Committee on Condemnation and Tax Certiorari), New York State Bar Association, New York County Lawyers Association (Committee on Real Property Taxation, Committee on The City of New York and the Government Counsel Committee), International Association of Assessing Officers (former Chairman, Metropolitan Jurisdiction Council) and New York State Assessors' Association.
